Citing unnamed sources, the article conveys that OpenAI’s leadership is considering publicly accusing Microsoft of engaging in anti-competitive behavior in their partnership. There have also been talks among OpenAI executives about the possibility of a federal investigation into their agreement with Microsoft.

OpenAI is trying to reduce Microsoft’s influence over its intellectual property and computing resources, but the startup still needs the tech giant’s approval to complete its shift to a for-profit model.

The two companies are currently at an impasse regarding OpenAI’s $3 billion acquisition of the AI coding startup, Windsurf. OpenAI aims to prevent Microsoft from accessing Windsurf’s intellectual property, which could enhance Microsoft’s AI coding solution, GitHub Copilot, according to the report.

What was once a major driver of OpenAI’s growth has become a source of tension between the two firms. In recent months, OpenAI has reportedly been working to reduce its reliance on Microsoft for cloud services.
