Congress’s Preferred AI: ChatGPT

OpenAI’s ChatGPT has emerged as Congress’ preferred AI tool in terms of funds allocated, according to a report from CNBC.

OpenAI garnered approximately 90% of all expenditures on AI tools by House offices, committees, and institutional accounts for the year ending March 31, based on House disbursement records. CNBC reports that Congress spent around $100,580 in 798 transactions on ChatGPT, out of a total AI expenditure of at least $113,740. Anthropic’s Claude secured second place with $13,160 across 37 transactions.

Democratic offices accounted for $54,165 in AI acquisitions, which is three times the $15,782 spent by Republican offices.

The findings do not include any Congressional AI usage from free accounts or AI included in broader software contracts.

Congressional staff are utilizing ChatGPT and other tools to draft memos, summarize and analyze legislation, respond to constituents, prepare hearing materials, organize policy research, and even create social media posts.
